Exchange 2003 - Public Contacts - Contact List

I am having trouble with permissions on specific records withing my public
contacts list.
Even though I have all of my users setup with Author rights on the
Contacts List - there are still a bunch that are "Read Only"
Is there a way to change the permissions on individial records, and or a
fix to reset all of the permissions to author on all of the records
underneath this public contacts list.
I have already removed and reset the permissions, and also copied this
list and tried to reset.
I do not want to export and then re-import as this will cause me to have
to reset every single workstation.
