[ExchangeList] Exchange 2000 SP3 - monitoring and status always at 98%

-------------------------------------------------------I am working on an 
exchange server 2000 (sp3) box and for the monitoring and 
status it shows 98% always (the current cpu load for the server is currently 
1% utilization and average 1-15% utilization) thresholds are set to 95% and 
100%. is this a bug for the monitoring and status? or is there a way to make 
it properly see that the cpu is really idle?  the cpu is Xeon 2.2Ghz.. but im 
pretty sure that doesnt matter.
