Exchange 2000 OWA, repeatedly updates EXCHWEB with the wrong path

When I installed Exchange 2000 originally I had endless problems with
OWA.  In an attempt to get round it I installed Exchange in
"C:\PROGRA~1\ExchSrvr\" rather than C:\Program Files etc.etc.
 
We've been running the server for 9 months now, and everything has been
great except that when exchange updates the IIS  config (every XX mins)
it points \ExchWeb and ExchWeb\bin as the short filenames.  I'd have
expected this to work, but it doesn't for some reason, the short
filenames do correctly point at the right dir.
 
Does anyone know where Exchange stores the settings that it plonks into
IIS ?
