Exchange 2000 Filter

I am unable to get my email filter on the exchange server to work.  I'm
going to "System Manager - Global Settings - Message Delivery Properties
- Filter tab and add the domain name <@domain.com>" However, I'm still
receiving mail from those filtered domain.  Any suggestions?
