I had the same problem before. Then I found that when IS maintenance task
active it happens. I change the schedule time then problem was solved. U
check may be same u r facing.

I have a WindowsNT4 SBS server running Exchange 5.5 SP4. All is fine
except that the Exchange server does not route the message to addressees on
the cc address field in MS Outlook 97 as well as 2000. Internal routing
works fine but the mail does not go out to external addresses on the cc
address field. The addressees on the 'To' field receive the mail fine.
