RE: Error: Cannot start Microsoft Office Outlook

Well, while I have been emailing I have removed Office (plus most of the
registry entries) for a second time and re-installed it, using Complete
Install.

Outlook now starts successfully with the user's roaming profile.  Odd...

Not sure if it was the Complete install or just the re-install but...
