E-mail template for the enterprise

Because I work for a hospital and a lot of our users handle sensitive
information, I have been asked to include a disclaimer on all outgoing
e-mail messages. How do I set up a template for our Exchange organization
so that every time a user creates a new mail message, the legal disclaimer
is on the bottom of the message?
