You should be able to resolve this by just deleting and recreating the
user's Outlook profile.

Can anyone tell me why a user when he opens an email from his inbox
listing, does not get a window with the email in the foreground rather
gets a flashing taskbar item indicating the window opened for the email
actually only opened as a minimized item.  Once he clicks on the
flashing item the window appears fine.  User is aggrivated and support
is frustrated.  Any ideas???  Thanks
