Exchange 2000:

System Manager - Administrative Groups - Organization - Server - Choose
your server and goto Protocals then SMTP.  Right click SMTP Virtual
Server and select Properties.  Goto messages tab and set the size here.
This should only limit the size of messages being delivered or accepted
to the internet or other SMTP sites.  Internal messages or messages on
other servers should not be effected.
