You have a couple of options open to you, you can use the Microsoft method
of creating and SMTP Event Sink, here are a few articles that explain
different methods of implementing SMTP Event Sink based disclaimers:

The method I prefer is to use a third-party solution such as the one's
offered by www.policypatrol.com or www.exclaimer2000.com and there is also a
free one from www.customermagnetism.co.uk/downloads_mxclaim.html

  I've been looking into the ability to do a default company wide footer (a
disclaimer) for a client of mine for some time, but have had very little
luck in finding out how to do this under Exchange 2k.  I've found quite a
few 3rd party utilities that do this, but I thought this was a feature that
was in exchange 2k.  Any Thoughts?
