Depends on your needs. If you just need to send S/MIME, check out the help files and stuff on the web about Exchange KMS, Windows CA/PKI infrastructure. It's not a big deal, it's just something that you need to do from a client perspective often. It can be done at the border, but that may not meet your needs.
