Have you tested from various workstation machines? Try having User1
login at Workstation1 and then User1 login at Workstation2.
Workstation2 should be a beefier box, with at least 256MB of RAM and a
Pentium III ~700MHz processor. And with NO other apps running. Does
the problem occur on Workstation2 as well?
Also, try opening the user's mailbox from within YOUR profile (or an
administrator's profile who has the proper permissions to open the
mailbox). See if YOU can open the attachment from YOUR profile on YOUR
workstation. This assumes you are not among the ones that are
experiencing this problem.
Can you right-mouse click and choose 'Save As' on the attachment? If
you can, see if you can save it to another box, and see if you can open
it then. Or save it to another box, and see if you can open it from
another workstation.
Is it the same attachment going to multiple people? Or is every case
unique?
...just some troubleshooting thoughts....hope they help.

We're using OL2000. And it doesn't say anything about it being blocked.

What version of outlook are you using? There is an 'unlocker' utility I
can
send for Outlook 2002 if they say they are being blocked. Just a thought

They're usually Word and Excel documents. It happens with internal and
internet mail.
