Editing Fields in the Global address book

Hello all,
I was wondering if anyone knew how to give a user permissions to edit the
information that users see in the global address book. e.g. phone numbers,
addresses etc.
There is one lady who sends out updated telephone lists to everyone in the
organisation, if i hcan have her put that same information and update AD
we can all use the address book to query that information. I only want her
to have permissions to do that.
