[ExchangeList] EXBPA error - config.xml could not be loaded

http://www.msexchange.org
-------------------------------------------------------Latest version of EXBPA 
installed on Exchange Server 2003 SP2 -
Windows Server 2003 R2.

EXBPA starts, attempts to download an update. Gets to 100% then does
not respond. Close it, restart it and I receive the following error
message:

Has anyone seen this?
