I wouldn't advise it (even if you could get setup to complete, it wouldn't
be a good idea). 

You could TS into the DC and TS from there to the Exchange server if that
makes the network hops easier.

Is it possible to install the Exchange 2000 Service Manager on a Windows
Server 2003 that is a DC?

My thought is no, but if there is a way that would help me so that I do not
have to administer the users from the Exchange server, I can do it from the
DC.

(Working remotely via TS, and there is not a workstation available that can
be dedicated as a administration station.)
