ESM 2000 on Server 2003

Is it possible to install the Exchange 2000 Service Manager on a Windows
Server 2003 that is a DC?
My thought is no, but if there is a way that would help me so that I do not
have to administer the users from the Exchange server, I can do it from the
DC.
(Working remotely via TS, and there is not a workstation available that can
be dedicated as a administration station.)
