No, the only other idea I would have would be the profile, but if you've
tried a clean install it will have built a new profile as well.
 
I don't know what else to try, but one sure-fire way to fix it would be
to delete and recreate the account and mailbox, and use exmerge to
export/import the mailbox data. Of course group membership, file
ownership and many other things get broken doing this so only do it if
its annoying enough.

                    I had checked those rule, it is normal. Even i get a
new pc installed the microsoft outlook only and test still the same. Do

                I assume that the second sentence is around the wrong
way? I think I understand what you're doing now, but why its doing it is
hard to say. Obviously it isn't default behaviour. The only thing I can
think of, if the AD exchange settings are correct, is some type of
client or server based rule set on that user. Worth a check, go into
outlook, tools, rules wizard and see if any are set. Else you'll need
someone elses help.

                                    i only have one exchange server in
@abc.com, the @xyz.com is a webmail access. From the exchange system
manager i did the message tracking i found out the mail send out from
user@xxxxxxx to user@xxxxxxx it will auto send a mail locally. i had
checked active directory for user basu account those delivery option and
restriction is same as other users. If i send from usera@xxxxxxx to
user@xxxxxxx there is no problem at all.
