If you want to prevent logins on an account but keep the mailbox alive, set
the account to expire at a date in the past.

Why would you expect a service pack to fix this?
 
If you disable an account, then you will get the error message, because
Exchange cannot read the account. 
Simply adjust your procedure so that when disabling an account you also set
the permission. 
 
If that isn't good enough then the only "fix" is not to disable an account
that is Exchange enabled. If you want to disable an account without making
the change then you will have to remove the Exchange attributes so that
Exchange isn't managing the account.

I Presume you mean:

"Disabled user /O=Company /OU=COMPANY/cn=Recipients/cn=usera does not
have a master account SID. Please use Active Directory MMC to set an
active account as this user's master account. "

Simple fix.
Enable the account "Self" the permission "Associated External Account".

How can I prevent the Event ID error 9548 from happening?  I normally use
NoMas to fix em, but I want to prevent them from happening.
