Yeah its possible,

In AD go to the properties of the distribution list click on exchange
general, select the accept messages only from tab and add the users you
would like to send mail to that distribution list.

Subject: [exchangelist] Distribution Lists

Hello All-

Is there a way to give certain employees the ability to send to a
specific distribution list, while not allowing other users to do so?
What I mean by that is, Employee A can see the list, but not send to it,
but employee B can do both.
