They could also select every address from the GAL without too much trouble,
even if you didn't have an EVERYONE DL.
The only way you can stop this is to limit the maximun number of receipients
per message on the Message Delivery / Defaults tab, and then assign those
who are allowed to E-mail everyone a higher limit in ADU&C - Exchange
General / Delivery Options button.

Subject: [ExchangeList] Distribution List Restriction
Hi,
I create a distribution List name : EVERYONE and enable the message
restriction. It will only accept message from testaccnt username. This will
prevent other user to use the EVERYONE distribution list to send messge to
everyone, when the userr received the mail and reply on the mail and expand
the EVERYONE distribution, the EVERYONE distribution list will be treated as
individual mail so they can still send message to everyone. My question is
thier a way where i can disable sending mail to everyone one even they
expand the everyone distribution list or disable expanding the everyone
distribution list ?
