One thing you can try is to set the user mailbox's storage limit. Set
the prohibit send limit to 0KB, this should allow user to receive mails,
but no sending is allowed.

                Is there a way that i can disable users account on
sending email messages.. He can only received but can never send
message.. Running in a Exchange 5.5.I know its sound impossible..but if
