Try adding one of those users directly in the "reject messages from" space,
instead of the security group.  Restart SMTPSVC before testing.

    After restarting the SMTP service the queues show some messages going
through the Default SMTP connector.  But, users with the
@nointernetmail.local can still send outside the organization.

No, I haven't stop and start the SMTP service yet.  I'm going to try that.

The other connector that I have is a faxmaker connector.  This is my first
SMTP connector.

How many SMTP connectors are there?
 
If you had an existing connector for outbound mail, and you created a new
one for this purpose, they still have access to the original one.

By default, it can take up to 2 hours for these kinds of changes to become
effective.

I'm running Exchange 2003.    I'm trying to restrict some of my users from
sending or receiving email outside of the organization.  I have change their
SMTP address to @nointernetmail.local, for incoming.  I also set up a SMTP
connector that has a Nointernetmail security group setup,  under SMTP
properties- Reject messages from:   I have added the users to this security
group but they can still send outgoing.  Any ideas?
