[ExchangeList] DST--Outlook Rebasing Tool & Public Folders-Help

I understand if you have any public folders that are calendars you need to
run the outlook tool against them. However, every time I do run it against
a particular folder I am using to test, I receive:
"No appointments, meetings or reminders were found that need to be moved to
the new time zone."
I'm not find much information about this error.
