I have not with Outlook 2002, but I have with 2003. Either way, I
believe you can lock down things through group policy for Office 2002
(Outlook 2002) as well.

You have two options: 1) Through Custom Installation Wizard for Office
2003 installations. 2) Through Group Policy, by downloading the Office
ADM template.

I believe the link you provided is related to option #1.

We went with option #2 and downloaded the Office 2003 ADM template for
group policy. We have found a nice balance between security and
functionality through GP enforcement for Outlook and all other Office
applications.
