Have you tried sending a mail to the accounts before you access them
with OWA?
Mailbox isn't created until a message is sent (from what I remember!)

But this is on a server that is all in one. DC, DNS, Exchange, IIS......

RUS creates the mail attributes. This runs every minute. However it does
this on a DC. Then you have to wait for replication to occur between
DC's.
Depending on your topology, this could take a while.
RUS could update a DC and outlook or owa is hitting a different DC/GC
that didn't get the change yet.
Esp. if exchange and your clients are in different sites.
Also, make sure you don't have outlook in cached mode. Then you won't
get the changes for 24hrs.
In the end, there are a lot of factors involved.
RUS and DSaccess don't always use the same DC.
