Dear Mike,
I have already tried all the possible steps. But after these the IS service
does not start. Now, I was looking a utility, which could run independently
of exchange server. I mean a utility which accesses the PRIV.EDB and
extracts the data to the pst files. Officerecovery claims to do the same.
Do u know about any such utility.

Try reading these articles Q259851 and Q182903 from MS. The procedure I
followed was as follows:
1. Determine if store is corrupted = eseutil/mh (Of course the store is
corrupted!Duh!)
2. If store is corrupted then = eseutil /p
3. If repaired run clean up = eseutil /d
4. If cleaned up check integrity = eseutil /g
5. For good measure = isinteg -s servername -fix -pri (priv) -test
alltests 3 times
* you can proably get it up after number two if the repair is successful
* step 2 actually defrags the database
