Did you send a test message with a delivery recpt?
Try making a DL, with only those contacts, send mail to it with a
delivery receipt. 
Did they all respond? Were they all successful? Were some "free" hotmail
accounts too full to accept mail?
Look in message tracking.
Don't know what you've tried...
