Having said that you may well be able to achieve that by allowing recipient updates to AD from each Domain but not at Enterprise Level thus each Domain user would only see GAL users in that Domain. I do not know about the legitimacy of this though. You have an option to never allow recipient updates from the Exchange Org to the Enterprise or Domain as well as the standard always run. Could you also create Recipient updates to each Domain Separately from each server separately. Having had a quick look in the Exchange 2000 system Manager this would seem feasible.
