Can you clear my another doubt

I am using MSExchange 5.5 . Also I am looking my e-mail through web
access facility.
Whenever I am in my office , I am able to look my mailbox through web ,
because no proxy server.
If I am going to my room( Dial-UP connection- Proxy server is providing
by the government) I am unable to view my mailbox by typing the URL.
Is there is any facility to view it ? Please give me a solution.
