Check the following setting on the SMTP virtual server - advanced delivery
options "Attempt to deliver locally first". We fell foul of exactly this.

We have exchange 200 running in two sites.
Both have t1's to the internet and a vpn runs between the sites. One
domain and two exchange servers. The exchange servers are connected via
routing group connectors
We can send from site B to site A but can't send from site A to site B
What could be causeing this problem... in the queue window it shows the
connection between A-B as retry and the one from B-A as ready
