Are you saying that it started working for all of the delegates after UserD logged into the mailbox? If so, it sounds like you're waiting for the store to convert permissions. You'd need to have the user log in to accomplish that. You might be able to trigger that with a calendar request, but I doubt it since it usually doesn't get published to the calendar until the user opens the item (client does it).
