[ExchangeList] Blocking Microsoft Outlook POP3 Access Using Group Policy

Hi,
We have Exchange 2003 Standard edition and a Windows 2003 Standard
Edition as "Active Directory Server".
We have Implemented Exchange POP3 for downloading and sending out email
from user's PC.
Now we want that the user will not be able to configure their POP3
Account in Microsoft Outlook.
Please let me know how can I do this using Group Policy in "Active
Directory Server"
