The support for blocking the extension in Exchange is limited. Do you
have Exchange integrated antivirus? Antigen, GFI, Groupshield, etc? They
can usually be configured to block extensions. 
As an aside there is a well know list of extensions that you should
block:

My directors are concerned that users can email themselves the company
database of customers and clients.

How do i stop the database being emailed out....
