There was a problem with it at Windows Server 2003 RTM. I ran into it, I
know. Either one of the ntbackup rollups or vss rollups (or both) fixed
it, I don't remember which. It was corrected in Windows Server 2003 sp1.
 
A fair bit of MS documentation says not to do it, because of the above.

What does "at the same time" mean?
 
I've been backing up the system state and info store using just one
NTbackup job, for some time.  All 2003 products.
 
And yes, I've done a full machine restore from one such backup.  Got
everything back.

Are you trying to backup the System State and the Information Store at
the same time?

 

You cannot backup the System State at the same time you are backing up
the Information Store.
