BLOCK USER TO SEND MAIL USING EXCHANGE

We are a group of companies but we have only one exchange for the entire
group, then when we send mail to our partner we need to select from what
company.

For that I need to block the user to send mail using the exchange server;
they have to select from what company is the partner.

So when the partner replays they have to replay to the company not to the
user. 

I have SBS 2003 connecting with outlook 2003.
