Activating while tethered really should be a last resort (I only use it when bulk activating and shipping to people with their own SIM, or in an area without proper coverage). A successful wireless enterprise activation confirms that the device is properly functioning, mailbox access is properly configured, and provisioned on the carriers network properly. If you tether and activate you can activate even without a proper data plan which will only lead to trouble after you hand the device to the end user 30 seconds later.

Are you trying to activate the BB over the wireless network or through your network using the Blackberry Administration Service. Better to have the device connected to your PC.

Subject: [ExchangeList] BESX: Activation Issues
Hi All,
I picked a failed BESX installation project from some onsite IT guy. I managed to clean up the mess and reinstalled BESX from scratch. However, I am running into the below technical issue.
During enterprise activation, BlackBerry wireless device displays the following error: An error has occurred. Please contact your system administrator. Activate the device contains an incorrect activation password...yet this is correct. I checked with the carrier as well that indeed BES data plan is activate.
Any pointers on how I can speedily resolve this?
Thanks G.
