You can create one using the rules wizard, just select "have server reply using
a specific message" for the action. Be advised that this can cause mailing
loops with other auto-responders or out-of-office messages.
If you look at solutions that work from outside of Exchange (using POP/SMTP)
then you have a lot more options. This product looks very interesting:
