give him access on the security tab on the properties of the exchange server
in system manager.
u need to add him in. also he should have full control access.

 I have a client who want to be able to montior all mailboxs in an
Exchange 2000 system. I have been told that this is possible without any
additional add-on software. They want to be able to see what users are
sending and receiving at will. Any ideas?
