This is achieved by using Mail Archive feature.

Subject: [exchangelist] Audit / Moitor Email in Exchange 2000

I have a client who want to be able to montior all mailboxs in an
Exchange 2000 system. I have been told that this is possible without any
additional add-on software. They want to be able to see what users are
sending and receiving at will. Any ideas?
