Mailbox manager *can* delete mails if you want to.  It doesn't delete them
from the deleted items folder IIRC in 5.5.  

The user agent is mostly responsible for the deletion of items in the
deleted items folder.  i.e. permanently committing the delete.

I am asking to get a better idea of what processes do.  So the "start
mailbox management process" is a mechanism to automatically delete mail at
the server end.
