Yes, recipient poilcies is used for this purpose.  You'll also have to make
sure the MX records for both domains is specifying your server(s).

I would like to have two domains (a & b) on one exchange server, both
dumping into the mailboxes for domain "a".  Recipient policies will work for
this?
