I don't know if it would suit your needs, but I implemented GFI Languard
Security Event Log Monitor and it has alerts if an user account is
modified. I believe you can customize it and make it show what you
want.
I don't know if you're leaving GFI mail products or security products,
but I just decided to drop a line here... =)

well, mswish gets read. but the latency is on the order of years...
there are 3rd party tools that do this as part of their auditing
functionality. they certainly aren't cheap.
but, with a script, i could hammer something out in an hour. two max.
