You have a couple of options open to you, you can use the Microsoft method
of creating and SMTP Event Sink, here are a few articles that explain
different methods of implementing SMTP Event Sink based disclaimers:

The method I prefer is to use a third-party solution such as the one's
offered by www.policypatrol.com or www.exclaimer2000.com and there is also a
free one from www.customermagnetism.co.uk/downloads_mxclaim.html

  Is there an easy way to append to the bottom of every message a disclaimer
(ie information contained is confidential. Mail scanned for viruses but we
are not responsible etc) rather than adding it to every users default
signature?
