This, in Spain, I think is a flagrant violation of LOPD (Data Protection
Official Law).........

You ARE correct. I just did a default installation of 2003 Exchange and
in OWA, at least, you DO have access to all mail boxes by default. I
was pleasantly surprised to find this because running Exchange at a
school you do need to have access to student mail boxes to monitor their
usage ( sending games, exes and music files to each other :-) ) and
clean out their junk when they fail to do so.
