[ewiki] smilies package

I've found a nice collection of smilies, that appear to be in the public
domain. It's available from
http://erfurtwiki.sourceforge.net/downloads/contrib-add-ons/
(mostly fun images, and important emoticons are still missing, but could
be aliased)

It is suitable for Unix filesystems only - but the names could be
urlencoded() if needed, because the new "plugins/markup/smilies.php"
takes care of most issues.
