[ewiki] project still alive, -rc3 ready, future changes

(hereby a short status update for everybody who might think ewiki
was already dead)
There is a new tarball "-rc3", which I hope to get out next week.
While there is actually a long list of changes, development really
was slow and only few of the real problems were solved. Among the
interesting changes however are:
- new plugin *.meta data files
- with a "tools/setup" console utility
- basic WebDAV access support
- more anti-spam plugins (mostly work now)
- separate doc/ directory with smaller info chunks
- a few bugfixes
I'd especially appreciate feedback on the setup tool. It will
probably only work under Linux, but it's cool enough to warrant
special mentioning. If the *.meta files are too annoying we
could eventually merge that back into the plugin *.php scripts
later (just demand that if you feel like).

In the next development cycle (shorter, hopefully) there'll be
a few changes that could make ewiki partially incompatible from
the current (no database break, just file structure and usage).
- CoreSplit: the current monolithic 130K core script is hardly
manageable, and the next version therefore won't be an
all-in-one script anymore (but could be assembled back again)
- gettext support: the old ewiki_t() will be removed in favor
of standard .po files - easier and more complete translations,
yet means less memory use and clutter for English-only setups
(all-PHP compatible, because we'll have an gettext-emulation
as fallback)
Once the core script is split and cleaned up a bit, then there's
a better chance to address the pending tasks and more important
changes.
