[ewiki] WikiCommander and other new tools/

There is finally a new default layout, and the tools/ now have a
general stylesheet to look more coherent and similar to example-1.
Also there is a new "WikiCommander" utility, which unifies a few
of the older database tools in a well-known interface (works with
FireSnake, cannot ctrl+click select multiple files in Opera). If
anybody has some feature-wishes for it - then please tell me. (The
editor look and feel will be reworked, btw...) Check it out here:

A few of the old admin/ plugins now also have frontends in the
tools/ collection, like has ewikictl now. There is also a new
utility called "WikiSync", which may be useful for dialup users
(=me) or keeping two Wikis databases synchronized in general.
Most tools are now accessible using the account name "readonly"
with password "test" on our demo site and with a fresh ewiki setup
under a local Web server. There is a little hack in the database
API which makes the non-write access possible.
