If some of the patches should end up only in our patches/ subdir,
it is probably time to add .meta entries there also to make it
easier for users to apply them (per mouse click) anyhow.
The main motivation was to control more the news published in WikiNews
(not every change produces an entry for WikiNews but only some explicitly
selected changes).
WikiNews was a quick shot and of course lacked any fine grained
control. The blog plugins eventually make a nice replacement for
it. But as I personally see not much common code there, I think
the patches way (a new plugin would also be fine) is the best,
as long as we don't have publishing meta flags like the big CMS
thingys.
The EWIKI_DB_F_NONEWS will definitely go into the core then, to
reduce conflicts. - We should however agree on a common way to
'register' such new flags, so we don't end up with too many
divergent meanings (the flags are just bits and could end up
having divergent meanings for different plugins and patches or
setups). Not yet urgent.
