The WebInstaller (on BerliOs) does typically, though configuration of
the page name separator is out of its scope (I doubt that any user would
bother with it). The configuration wizard (setup.php) also writes a
minimal config.php script including all define()s before loading any
plugins. It also does so for generation of a monsterwiki.php script.
So probably no problem at all.
