[etni] yearly grades

Hi all,

 

Since we all seem to be having a similar problem with giving a yearly
grade that coincides with the Bagrut grade,

I would like Avi's and/or Judy's opinion on the matter. We also had a
number of students who completed the yearly program

including all assignments and so were entitled to a good yearly grade
but when they had to sit for a written test

they were much weaker and so big differences were created. What to do?
